I just found out last night that Chrome / Firefox can only display up to 720p, but that the app itself can go up to 4k.

I only have the HD plan, but I could immediately tell the difference between chrome [at] 720p and Windows App [at] 1080p.

Sidenote: I'd try testing a windows vpn for 4k streaming with a Netflix Original show, since those are supposed to display.

A Windows VPN wouldn't really make any difference to the video quality. You could use one to Unblock Netflix libraries though.
